Position Overview
The Senior Program Analyst leads the application of advanced analytic techniques to support strategic decision-making for Navy Aircraft Support Equipment (SE) programs and projects. This role is responsible for resolving complex problems, performing management, technical, and business case analyses, and supporting program teams in achieving mission objectives. The Senior Program Analyst also directs the activities of Junior Analysts or other staff, ensuring the effective application of analytical methodologies and compliance with government-institute processes for documentation, change control, and data management.

Position Overview
The Senior Program Analyst leads the application of advanced analytic techniques to support strategic decision-making for Navy Aircraft Support Equipment (SE) programs and projects. This role is responsible for resolving complex problems, performing management, technical, and business case analyses, and supporting program teams in achieving mission objectives. The Senior Program Analyst also directs the activities of Junior Analysts or other staff, ensuring the effective application of analytical methodologies and compliance with government-institute processes for documentation, change control, and data management.
Key Responsibilities
- Lead the application of analytic techniques to inform and support strategic decision-making for Navy SE programs and projects.
- Resolve complex programmatic, technical, and business challenges through rigorous analysis and problem-solving.
- Perform management, technical, and business case analyses to evaluate program performance, cost, schedule, and risk.
- Participate as a key member of the Navy Aircraft SE program or project team, providing expert analytical support.
- Apply government-institute processes for documentation, change control management, and data management to ensure compliance and data integrity.
- Direct and mentor Junior Analysts and other staff, overseeing their work related to analytical techniques and methodologies.
- Prepare and present analytical findings, recommendations, and reports to senior leadership and stakeholders.
- Collaborate with cross-functional teams, including engineering, logistics, and acquisition professionals, to support program objectives.
- Support the preparation of acquisition documentation, requirements analyses, and program management deliverables.
- Monitor program execution and provide actionable insights to improve efficiency and effectiveness.
- Bachelor’s degree (BA/BS) in business, engineering, or a technical discipline.
- Minimum of 10 years of relevant experience, including:
- At least 3 years of experience in DoD Aircraft SE acquisition in support of Navy Aircraft SE acquisition.
- Demonstrated expertise in applying analytical techniques to complex defense programs or projects.
- Experience with government-institute processes for documentation, change control, and data management.
- Proven ability to resolve complex problems and perform in-depth management, technical, or business case analyses.
- Strong leadership skills with experience directing the work of junior staff or analysts.
- Excellent communication, presentation, and stakeholder engagement skills.
- SECRET clearance required
- Master’s degree in business, engineering, or technical discipline.
- Experience with Navy acquisition processes, requirements development, and program management.
- Familiarity with Navy Aircraft SE systems, logistics, and lifecycle support.
- Experience supporting Integrated Product Teams (IPTs) or similar collaborative environments.
